you could base it on the numbers e.g. <300 submitted, but i think a better way is to remove the most popular pairings for every opger and the rest is fair game

with that logic anon, every suho pairing besides suchen & krisho is a 'rare pair', and every sehun pairing besides sekai & selu are as well

exo fandom actually has a lot of rare pairs, no? you have an overwhelming amoung of fic for a few big pairings, a moderate amount of fic for a few mid-tier pairings, and very little fic for a large number of pairings
