a rough sketch would be one with really messy lines, possibly with guidelines still marked through, smudges, and less distinguishable shapes like this while a clean sketch, while lines are somewhat messy with offstrokes, is 'clean' because it's clearer, the figure is more distinguishable, and there would be little to no smudges

clean! and just another example, this would count as rough and this would count as clean. i don't really mean just messy sketch = not counted, but when it's too messy and rushed and the subject is unclear or the work has too many messy strokes per line, then it shouldn't count considering the minimums for all other work
